This message is pretty obvious:

Is it possible that you've started Tomcat as root incidently and now
try to run Tomcat as another user (such as "tomcat")?

Looks as if there is at least one file where the rights are not set correctly.

What give "ls -l /usr/local/tomcat/webapps/ROOT"  and "ls -l
/usr/local/tomcat/webapps/ROOT/mms_test" ?
