FTR this is the default in XE now, see http://playground.xwiki.org. You just need to set up the Navigation Panel in the left panel area. See http://extensions.xwiki.org/xwiki/bin/view/Extension/Panels+Application#HAccesstothePanelslist (and especially http://extensions.xwiki.org/xwiki/bin/view/Extension/Panels+Application#HPanelWizard).
