The third quarter CMC/NIBS newsletter also contains a eulogy to Robert
Maxwell "Max" Tinsley (1916-2000), who died a few weeks ago. Max was a
quiet, behind the scenes, key player in the effort to metricate the U.S.
The article pays tribute to him for his involvement in the writing of
the 1988 Amendments to the Metric Conversion Act (via the Omnibus Trade
bill).

I was introduced to Max last October by our USMA president, Lorelle
Young. Max was one of the most gentle, pleasant, and cheerful people I
have ever met. His lifetime experiences and accomplishments probably
exceeded those of five or more average Americans. Yet, quiet and
unimposing as he was, you would never know it from outward appearances.
Max worked closely with people on Capitol Hill and got good things to
happen. Rest in peace, Max.
