The delegates began negotiations on Monday to determine ways to cut greehouse gases to levels mandated by the Kyoto Protocol. The Hague is offering 200 bicycles for use during the two-week meeting, to encourage participants to walk or ride through the city and avoid using automobiles, which emit greenouse gases. Delegates said rain and 40-degree temperatures made bicycling undesirable. Although, snow, sleet and hail doesn’t deter hardy Dutch commuters and enthusiasts of all ages from taking their bikes.
