Only six of the 2,000 delegates attending the United Nations Climate Conference
have used complementary bicycles offered to them by host city The Hague. The
delegates began negotiations on Monday to determine ways to cut greehouse gases
to levels mandated by the Kyoto Protocol.

The Hague is offering 200 bicycles for use during the two-week meeting, to
encourage participants to walk or ride through the city and avoid using
automobiles, which emit greenouse gases.

Delegates said rain and 40-degree temperatures made bicycling undesirable.
Although, snow, sleet and hail doesn’t deter hardy Dutch commuters and
enthusiasts of all ages from taking their bikes.

“It is too cold outside,” said Croatian delegate Jasenka Necak, adding that her
hotel was too far away.

While many are not biking, delegates have turned down rental cars and taxis to
take advantage of another free offer: unlimited access to the city’s network of
public trams and buses.
