It *could* be to cater to Canadians.  In Miami there are imported European
metric-only speed limit signs (there are several just a few blocks from my
old house).  A lot of French Canadians drive down to Miami (and pass through
the Carolinas), and the symbolic-style international format signs are
understandable in any language.  --  Jason
