Try something like this

rpm -ivh zlib-1.1.4-8.i386.rpm

http://redhat.pacific.net.au/redhat/redhat-9-en/os/i386/RedHat/RPMS/zlib-devel-1.1.4-8.i386.rpm
rpm -ivh zlib-devel-1.1.4-8.i386.rpm
