Tom Collins - Fix vsetuserquota() to write properly formatted quota to maildirsize file.

Can you elaborate on what that fix does and what problems it addressed?
vsetuserquota is the code responsible for taking multiple input formats (like 100KB or 10M or 40m, etc.) and converting them to the proper format for the user record and maildirsize file.
The code was formatting it correctly (1000000S) for storage in the user database, but wasn't writing the formatted version out to the maildirsize file.
The problem was pointed out by users with a SquirrelMail plug-in that showed the quota. Without the "S", the plug-in didn't work.
