Hi http://www.free-x.de/vdr/patches/hdtv/vdr-plugin-reelchannelscan_0.6.1-1tvt1.tar.gz here's patched channelscan plugin for vdr 1.7.* branch. It supports s2api and can scan dvb-s/s2 transponders. It has been tested with vdr 1.7.9.
