What is the encoding name for Chinese GB2312?

Does anyone use the charset in Velocity? I have difficult to use  
Chinese GB2312. The charset works fine in other part of input/output 
stream. However, it converts the Chinese chars into "??" without 
quotations. Any suggestion is welcome.
