If you read here (Build Using JJAR):
http://jakarta.apache.org/velocity/veltag.html#JJAR%20build
it tells you to first obtain jjar by
ant getjars
Which fails of the moment, so you'll need to do the "Non-JJAR
Traditional Build". Doesn't seem to be documented, but I think you'll
need to use the build_nojjar.xml ant script.
