  Not sure about the importance of the accuracy of the problem
  statement but the problem is not with win32 or perl as such;
  rather, the problem is with ActiveState's "implementation" of
  perl.  ActiveState offers ActivePerl for non-windows platforms 
  and the problem is likely to be present on those platforms too
  when vim is compiled with ActivePerl.
