What do you mean by Mac TCP/IP?  I'm not sure if you are using OT 
with the TCP/IP control panel or MacTCP?

I Googled for this error code and found the following:
There are already 64 TCP or UDP Streams Open
If you receive this error in Eudora on a Macintosh - follow these 
simple instructions.

1.      Open your TCP/IP control panel.
2.      Go to Edit menu and choose User Mode.
3.      Select Advanced and click OK.
4.      Click Options button in the main TCP/IP control panel screen.
5.      Turn the "Load only when Needed" box off.
6.      Restart your Computer.

I also found this:

Problems: There are 64 tcp/udp streams open.
Possible cause: There may be old ConfigPPP software still present on 
the system.
Solutions:
*       Double click on the Hard Drive to open the folder.
*       Double click on the System Folder to open it.
*       Double click on the Control Panels folder to open it.
*       Find ConfigPPP and drag it to the trashcan.
*       Close all the popup windows and restart the computer.
