Do you have a braille display or Bluetooth keyboard? If so and they are on/connected they will cause the on-screen keyboard not to show.

When I single finger double tapped, I heard all the sound clues indicating that I could either type in my search term or dictate it. Only issue is that I could not find the dictate button or any letters or even the option to switch to numbers. I have searched in this ap store many times, but never had this happen.
