Hi Richard,

Do you sometimes use a braille display? If so, connect it and bring up an edit 
field. Then on the display, press Space with 146 (the SH symbol for Show/Hide). 
This should reveal the keyboard. Then turn off the display. the keyboard should 
remain.

I also suggest going into VoiceOver Settings, choosing Braille, and setting it 
to always show the onscreen keyboard.
