All of the packages I'm building for TurboVNC 1.3 (pre-release build) include 
the libjpeg-turbo libraries along with the Java viewer, so they are used 
automatically. Otherwise, with the 1.2 Java viewer, you have to just install 
the appropriate libjpeg-turbo binary package for your platform, and the viewer 
should find it. The User's Guide has a section about this.
