At last I have, as promised, tested Richard's patches to
File::Spec::VMS::canonpath and File::Spec::VMS::splitdir against
bleadperl.  It introduces the following two failures in the standard
test suite:

not ok 134 - File::Spec->canonpath('__dev:[__dir.000000]__foo'): 
'__dev:[__dir.000000]__foo'
# Failed at [.lib]vmsfspec.t line 24
#      got '__dev:[__dir.000000]__foo'
# expected '__dev:[__dir]__foo'


not ok 234
# Test 234 got: "[.-.d3]" ([-.lib.file.spec.t]spec.t at line 630 fail #234)
#     Expected: "[-.d3]" (File::Spec::VMS->catdir('','-','','d3'))
#  [-.lib.file.spec.t]spec.t line 630 is:     ok $got, $expected, $function;

That's not bad, considering how complex this stuff is and how heavily
used it is.  However, until we get these resolved I don't think we
can move forward with incorporating the changes into the sources.
Ideally Richard will chime in here with revisions, but if not, I'll
hopefully find time to debug those two small issues one of these
