I don't think that the UDP protocol is being used by VNC.  Assuming that the
LAN IP address is correct then the only other potential obstacle between a
client machine and your server is the server's software firewall.  Has it
been configured to allow incoming connections on port 5900?

What do you see when you telnet into your internet (not LAN) IP address at
port 5900 from another computer on the Internet?

If you can do the same from another machine on your LAN but this time connect
to the LAN IP address.

What do the server and client logs show?
