Yes, Figure 3 looks like it’s not properly normalized before background subtraction and only shows >= 500 keV, but if properly processed all the peaks should disappear ... Its also appears much stronger above 500 keV than the current result, suggesting even more radiation in the low energy region.
For those trying to follow Figure 3, the curves are mislabeled in the key/legend.
