Any theory claiming to be a complete theory must be able to calculate physical constants from fundamentals.
Dewey B. Larson's "Reciprocal System" (RS) does calculate Planck's constant. RS uses only three measured values to derive everything: The speed of light, The Rydberg frequency, and Avogadro's number.
