I believe that's what it means. Obviously they know a reactor ran for 18 hours in one test.

And, obviously, 18 < 24.


I think they are referring to the problem of overheating and thermal run-away.

Maybe. It would have been nice if he'd actually said that, but maybe it's what he meant.
