Perhaps BLP had the same problem with explosions and decided that, to use
the phrase that our marketing guys love, "This is not a problem, this is a
feature

 

That is a good point. Rather than try to stay on edge of stability before
runaway, one could indeed try to harness successive runaways. This fraught
with risks of course.

 

And it is somewhat reminiscent of two bizarre programs which were taken all
the way to the design stages in the US nuclear program - nuclear pulse
propulsion for rockets, and "exploding reactors" using small nukes
sequentially exploded in a reinforced cavern for eventual steam generation.
