So the error is intermittent, 1 of 10 failures.
Your select may need to be attached to a parent object which has refreshed. 
( a div, a table, an element, who knows) 
This is based on the assumption: 
b.select_list(:id,'PolicyTypeANDL').select_value 
'2000025'
where b is just the gross browser object.
