Some recommended triaging (among others, the list is not exhaustive): Can you debug a simple "Hello, world" program with your Xcode setup? How did you launch Safari? Did you use Tools/Script/run-safari? Did it pick up your build of WebKit? Did you really build in debug mode and not release mode? Are you sure your breakpoint will be hit? Did you try to put the breakpoint in many other places?
