I know things improved a lot for hot-keys when we moved from SDL1 to SDL2. But
something has changed since then. And I notice this applies for Ctrl and Alt
as well as Shift. (eg ctrl+Right Ctrl) So I'm guessing it's something to do
with the new gui2 dialogue not letting the user input more than one key before
it registers the input.

BTW, I'm using 'standard' US keyboard, so I don't think that's an issue here,
nor the language preference.
