Hi,

wget does not recurse directories, it recurses links (hrefs). in this
example are only txt-files without links. wget's only clue for a
subdirectory is the directory-listing of /foo. if directory-listing of
/foo/bar ist not allowed, there is no hint for 3.txt, which simply
cannot be found in this case. try if you can get a directory-listing of
/foo/bar (with a normal browser).
