The problem is: I don't have a concept of "string freeze".  And I
think such concept is silly, given the strife it can cause.

I'm seriously contemplating releasing Wget, then submitting wget.pot
to TP, and then release `wget-1.7-translations.tar.gz' on a bi-weekly
basis, as the translations come in.
