This updates the generation of hlp/info/html when compiling on windows platform.
Requires makeinfo, for example ftp://ftp.sunsite.dk/projects/wget/windows/makeinfo.zip (the old Url for makeinfo wasn't active anymore). Also requires perl, for example from http://www.activestate.com Note: makeinfo complains for wget.texi:59: Misplaced {. wget.texi:59: Misplaced }. Line 59 is @author by Hrvoje Nik@v{s}i@'{c} and the developers which is rendered to by Hrvoje Nik<si'c and the developers Is this correct ?
