I think he is saying that you correctly pointed out that people were drifting off-topic, and he sees you as a kitten (presumably "nice") but with a whip, telling people to stop going off-topic. But there might be other references I'm missing there. I'd take it as a compliment and make up a nice nickname for Will for you to give him next time he (or anyone) goes off-topic.
