Pretty impressive. There are about 3640 valid users today.
Those accounts could be created for many things:
* New developers
* Users wishing to open a mediawiki bug
* Wikimedians wishing to open a "classic" wikitech bug
* Wikimedians filling tasks for the new Community Tech team
* Even wikimedia employees that never used phabricator before
