Ted, What is the "path to server"?
I ask because while Studio/TeraScribe is run under your user account and has your permissions (such as network rights). By default the Server is run under a local account and cannot access network resources. This may be the issue, although I thought ODBC would correct this issue. You can adjust the user that the Server runs as by getting properties on it in the Services control panel. If that doesn't work, I'll likely have to setup a test case here and debug the process internally. I know that the Server attempts to identify the DBMS type and upon failing to do so may not setup the environment properly.
