Summary: setupbld requires a four digit ProductVersion

Initial Comment:
The ProductVersion doesn't seem to be handled correctly through setupbld.exe 
v3.0.2420.0

I'm encountering some problems with the ProductVersion and minor upgrades.
It seems that the fourth digit is necessary to setupbld.exe to consider 
applying an upgrade.

Example:
When I use the following format for the ProductVersion property, every thing 
works alright:
7.17.003.5 changed to 7.17.00.6 enables me to apply a minor upgrade

When I use the following format for the ProductVersion property, nothing 
happens:
I change 8.0.7297 to 8.0.7298

I really can't understand why since the MSDN says:
"Note that Windows Installer uses only the first three fields of the product 
version. If you include a fourth field in your product version, the installer 
ignores the fourth field."

That's correct, setupbld uses for digits and the Windows Installer only
requires the first three.
