Summary: RegistrySearch has a flaw encoding certain characters

Initial Comment:
Certain characters in the key attribute of the RegistrySearch tag are not 
properly encoded.

Example:
<Property Id="INSTALLDIR">
  <RegistrySearch Id='KeilRegistry' Type='raw' Root='HKLM' 
Key='SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\Keil µVision3' 
Name='LastInstallDir' />
</Property>

The µ(Mu) in the key attribute gets encoded to a '?' and the RegistrySearch 
fails.
In the .wixobj file the mu is mapped correctly, so I assume the bug must be 
located in light.

The Windows Installer package format is not Unicode so the correct
codepage must be set when encoding extended characters.  Please do reopen
this bug if you are setting the codepage correctly but still seeing this
problem.

How are you setting the package's codepage? Please submit a small sample
so we can see the entire scenario.
