Initial Comment:
On the Class element setting either of the SafeForScripting or 
SafeForInitializing attributes to "yes" the uninstall does not remove the 
associated registry keys:

CLSID\{guid}\Implemented Categories\{7DD95801-9882-11CF-9FA9-00AA006C42C4}
CLSID\{guid}\Implemented Categories\{7DD95802-9882-11CF-9FA9-00AA006C42C4}

Possibly the registry key's are marked as "create" instead of 
"createAndRemoveOnUninstall"?
