Just always add to the top (us, the build, everyone). That’s how it all sorts
itself out.

Back in the internal source days, we appended changes to the end of history.txt
but I see now changes are grouped under the version (which I think is a good
change). Until the next version stamp is generated, do we just prepend changes
at the top and later the builder adds the H2-level markdown with the version
number? Or something else?
