on https://github.com/wixtoolset/wix3/pull/78. We use this for Visual Studio
2013 Update 2 and the Windows Phone 8.1 Emulator bundle, which caches
asynchronously so that when you decide to install it (because ya'll will,
right?! :) at least the download is done. Maybe it's a niche feature, though.
