Well, I suppressed them and the installer works!
Since this was quite troublesome, and involves a fairly common merge
module, it occurs to me that I could share the wxs file with the
community at large. Is there an obvious place where I could upload it?

All you can do is use the -sice switch to suppress ICE03 and hope for
the best. Oh and send your feedback to the BO team to know you'd
appreciate properly authored merge modules.
