Well then that is weird then because when I look at the Digital Signatures tab of the MSI, it says it's been signed by Oracle America, Inc. and that "This digital signature is OK". Maybe Windows 8.1 has a different way of seeing things. Or maybe it couldn't find its certificate chain. But I guess suppressing it is a good option.
