Doing this upgrade via FTP? If you're going straight from 2.6.5 to 2.7 by doing a good old fashioned upgrade then deactivating plugins is a must. The 2.7 auto-upgrade through dev builds and to the final is supposed to be able to be run with out deactivating plugins.
