It might have something in common with specifying eg. the line-height (that AFAIK fixes it) automagically by the system etc.
When you say 'by the system' you mean something like IE's preferences?
Well, rather like "Could it be CRT versus LCD monitors?" -- W2k could have set some different defaults when using LCD etc., but I'm really guessing...
