Marvin, I doubt that there is any accessible image map editor out there in the wild. This editor must be able to interpret the image. For this exercise you'll definitely need help by someone who is able to draw the areas. When this part is done, you can put the alt-attributes at the img and area tags to make the map accessible to the rest of the world.
