I previously ran tests on this which confirmed that this behaviour was introduced following a security update on the client side Ubuntu 18.04 of libssh-4.
Packs of libssh-4 are numbered: a) 0.8.0~20170825.94fa1e38-1ubuntu0.5 b) 0.8.0~20170825.94fa1e38-1build1 The reported issue is reproducible with the security update version a) of libssh-4. The issue does not occur with version b).
