At this point I'm reverting to 15.10 so will need to continue this
experiment a few months from now.  Apache 2.4.21 was working and five hours
or so into running stopped.  It was wedged in some manner that even killing
all the processes and restarting wouldn't fix.  A reboot did but obviously
I don't want to be rebooting the server all the time so I am going back to
15.10.  I made an image before I upgraded.  Going to wait a few months for it
to stablize and try again.

Do you have /etc/X11/Xsession.d/65snappy file? It defines an environment
variable which I don't remember any more and caused quite a similar
symptoms for me. I uninstalled snapd package and was happy.
