This is a dupe of 1126 and 1113. Please ignore. I commented on 1113 about the
correct location for the .xsd file. Please heed that, as the other link is
broken, and has been for awhile.

Description:
The web services files ("jaxrpc-mapping.xml" and "webservices.xml") are not
spec compliant. See this link for more details.

I have modified the files slightly to bring them into compliance, the changes
are minimal. Also, the .xsd documents hosted at IBM are missing, I contacted
SUN and they rehosted the files on their own servers. We should adjust the .xsd
links in the headers to point to the proper files.
The DTD links in the headers should also be adjusted if we decide to keep them
for backwards compatibility with old versions of the spec.
I will attach the corrected files soon.
