The actual issue is that changes made to the two attributes security-domain and
context-root do not force the generation of the jboss-web.xml file.

Description:
Specifying the jbosswebxml subtask for webdoclet task with nothing but the
security-domain and the context-root will lead to undefined generation
behavior: File will be generated only when it doesn't exist yet, or if merge
files (may be empty) are present.
