You're right. The revision that mentions the patch (1.18) is later than the
1.2.1 CVS tag, so it looks like the Fixed In version is incorrect.

Description:
Right now there is no tag for the className attribute of the struts-config.xml
action tag (which defines the ActionMappings for the action).
I'm providing a simple patch for this issue...
(PS: another simliar feature that is missing is a 'type' attribute for the
strutsconfigxml ant task, which would generate a type attribute on the
<action-mappings> element)
