FYI, I got around the issue like this. Strangely enough it works:
URL url = getClass().getResource(TEMPLATE_FILE);
if (url != null && "file".equals(url.getProtocol()))
url = new File(URLUtil.decode(url.getFile())).toURL();
setTemplateURL(url);

Environment: JDK 1.4.2_07 on Windows XP
Description:
FileManager.java should be changed to:
if ("file".equals(url.getProtocol())) {
is = new java.io.FileInputStream(URLDecode.decode(url.getFile(), "utf8"));
}
else {
is = url.openStream();
}
i.e. you need to decode the URL otherwise you get a FileNotFoundException when
the URL contains spaces e.g. c:/Program%20Files/...
