To me, the ActionForm is part of the view.  The Action is part of the 
controller.  So, to me, you're asking if you can blur view and 
controller - which is a bad thing in the MVC separation sense.

But no, you cannot generate an ActionForm from an Action currently.  
I'm not even sure how you'd manage that exactly.  If you are set 
(errr... stuck?!  :) in using Struts, but want to use it in a way in 
which it should have been designed, check out Bob Lee's stuff here:

This allows you to combine actions and forms.
