well, that could be some internal maven plugin error.
does it disappears with another plugin run?
hint: if you say "maven -X" you will get a shitload of
debug output.
and as I just see, velocity dependency is to 1.4-dev
which is not very correct. can you check if with 1.4
or 1.5-dev iot goes better?
( change dependency in project.xml :
<dependency>
<id>velocity</id>
<version>1.5-dev</version>
<url>http://jakarta.apache.org/velocity/</url>
</dependency>

If build is successfull, you shall find decumentation
in subproejects target/docs directories.
( not sure how to force reactor to generate all the
docs )
if it is not there, try "maven site" from
subdirectory
in question. ( You will need plugin-qtags for sure )
What you find there is ready-to deploy website.
