Sorry but I dont think javadocs and deployment descriptors & interfaces are similar things to deal with. There are cases you need to put interfaces, descriptors into VCS. Let's think, you deployed version 1.0 of you program to your customer, you branched in CVS, and havent had put any interfaces or deployment descriptors into VCS.
