Have you included the struts jar in your ejbdoclet taskdef's classpath?

The template loops over
<XDtClass:forAllClasses type="org.apache.struts.action.ActionForm">
If a class extends ActionForm, the subtask knows it's of the right
type.  If it extends ValidationForm, then without the jar in the
classpath the subtask won't know that ValidationForm extends ActionForm
and, therefore, can't tell that the class does in fact extend ActionForm
and should be processed...
